GFreak really messed up the themes of most types, however, the ghost type was never supposed to be about actual spirits (see the actual Ghost of Mother Marowak).
They are Ghost-like, meaning sentient gases, curtains etc Yes that would include jellyfish ! the most transparent, light, curtain like being on earth.
All non-curtain like mons should be Fairy or Psychic

Gen 5's ghosts were still good. The only weird one was Golurk. I always assumed its ghost typing alluded to its heavy armor being impervious to direct attacks.

The jellyfish is weird but apparently there's a japanese legend of will-o'-wisps that look similar to jellyfishes that can appear floating above the sea. It might be based on that.

Also I love Sableye but nothing about it is really "ghostly", it's a goblin that eats diamonds and the only justification I can find is a single pokedex line about it being rumoured to steal souls if you look into its eyes. It would be easier to justify it being Dark/Fairy or Dark/Rock based on its other more prominent features.
