This is just my assumption based on something I've seen 2-3 years ago.
I think the reason for Apex's appreciation by the land of the nippon in spite of the characters is because they don't associated themselves with the characters, but rather replace them with their own avatar. To them the characters are just templates.

I'd always heard it was a motion sickness thing but they seem to be into them enough now so maybe it was just a marketing thing, they are basically exclusively western made so they probably got less of a marketing push in Japan

They play all these high reaction speed rhythm and fighting games. You would think they would be good at shooters because of this, but they aren't. The third dimension filters them utterly. Notice all the games they are especially good at are 2d or third person where you are firmly rooted on the ground with a cinematic camera being partially managed by the game. This goes for fighting game apes in general too. They aren't good at anything 3d either.
Then what about RE 7 and 8?

They dont hate FPS but it wasnt really popular until recently. It is strange that Japanese companies arent at least trying to make an FPS to compete with the west but it may have something to do with guns and violence and CERO breathing down their necks.
The reason why there aren't more Jap FPS games is because it's an already crowded market that the west dominates in.
Trying to make a new major IP to compete with CoD, Apex or CSGO just isn't viable and it's doubly moronic in the cases of devs/pubs like Sega, squeenix or nintendo who already have their own popular franchises.

Historically, FPS just wasn't a very Japanese genre, and Japanese players back then seemed to have more of an aversion to playing things outside of their bubble. I feel like DOS computers also weren't anywhere near as big of a deal, since they had their own home computers market.
