Well to be fair, they are biggest influences of video games there is outside of the USA as far as single counties go (europeans have to claim the entire continent and the works of other countries for their contribution). And for anime/cartoons or comics/manga, well the west is garbage and anime and manga far outsell them now so again they just have a bigger target. A lot of the problem is with CERO cracking down on pantyshots in general. It used to be you could get away with panties in a lower rated game if you could get the occasional flash and not be Senran Kagura tier groping the girls. Dragon Quest games were all historically rated CERO A and while they didn't have any panties, you did have bikini armor. But now CERO demands developers flip over all their female characters so they can inspect for panties. They aren't banned, but if they find them your game rating will get bumped up to at least a CERO C rating. And in some cases the developers want to get a CERO rating of A or B. Sakurai encountered this issue when they were developing Smash 4 with Peach and Palutena.
I always find funny how pissed sakurai sounded during that interview.
A shame nintendo wanted a lower rating, sakurai probably wouldnt care.

Cero has become way to strict, its why the 3DS version of DQ8 is so censored, Square wanted to keep the same rating as the PS2 ver but all the bikinis and shit brought it up in CURRENT YEAR
