It's purely a competition thing. You don't bring a bazooka to a track and field meet race, likewise, characters are unable/likely to go against character unless the fic decides so
The story reason is that raising Pokemon is far more difficult than the games make it out to be. So, another example of (in lore).
Typically, only exceptionally seasoned Trainers can command the power of a full 6 Pokemon team. The Protagonists, their rivals, Champion-level Trainers, and certain other important npcs are amongst the small percentage of Pokemon Trainers who can handle raising a full team. Humorously, none of the antaognistic faction leaders use six Pokemon save for BW and B2W2 Ghetsis. Not even USUM Rainbow Rocket Giovanni does. (Some of the Trainers from Colosseum and Gale of Darkness also have 6 Pokemon, but those games aren't considered to be mainline).
My headcanon is that the League set regulations on the pokemon storage system and that every pokeball operates on that system. So the system itself does not allow more than six registered pokeballs out of the box at any given time and automatically transfers away any additional acquisitions.
People can make their own Pokéballs like as seen with Kurt and that kind of information would be very easy to access in their own version of the internet since Pokéballs are so widespread across many nations and time periods. It seems more like for battle fairness and typical kids game depth.
It's literally the only semi-realistic limitation in the games. Routinely caring for six magical creatures is intensely difficult. Sure, they don't show the cost of feeding them ingame, but Snorlax alone is pretty much impossible for the average trainer to care for. Most trainers only have a small handful of pokemon because they're basically just pets for 99% of people.

It's more like a law to only have 6 on you if you're outside. You could break that law if you wanted but you'd go to jail pretty quickly lol.
