Well if you're capable of reading and know what a tooltip then your attack will only be missing maybe 1/20 times at level 1, but considering zoomers can't operate without a hand-holding front-end and have to ask old men at work to help them navigate a basic fricking filesystem it's not surprising they can barely play videogames either.

A fallout 1/2 style system would do the job. A tactical bioware RPG style system would also work. A MOBA or ARPG control scheme would also work. These are all really old suggestions.
Morrowind's biggest downfall is that the 1st person action perspective and the combat system are really shit matches. You're just blind to the fact that Morrowind combat is horribly dated. It's always the newer players being wrong when they point out this TRUTH, so the discussion never advances to the point where people can have a productive discussion. If people can't agree on what's the reality, it's impossible to suggest change. It's been over a decade and a half of people just ignoring that they both have a point. Maybe start at recognizing that someone saying it's shit has a point?
You could even keep it. But the feedback is so terrible, that it becomes indefensible instead of just being kind of wonky. You don't have to do wonders. Just a fatigued sound effect or a slower animation and you already have a better game. You could even improve it by having your character have a wild roll with wildly different outcomes if you're unskilled at using the weapon., with the minimum roll increasing with each skill point. Just having attacks miss outright is not some optimal state that shouldn't be altered.
