I have a guy friend who's into Meows for exactly this reason, despite the fact that he's not usually that into furries. The archetype has broad-reaching sex appeal, and the mon is more androgynous than something like Incineroar, leaving room for even more people to potentially catch feelings, not unlike Lucario.
Is Meowscarada a good Pokemon design? I honestly don't know. It seems to me that there's so much leeway in what can be a Pokemon design (with the net being quite wide already by gen 3 and only getting wider ever since) that it can be a hard thing to pin down (though I will say that Pokemon as a whole tends to use simple colours and shapes and it's better to stick with that, which I'd say gives Meowscarada an in-built edge over the other two gen 9 starters). As a fur-bait, though? Meowscarada is honestly kind of brilliant - moreso than both Cinderace and Incineroar before it. It seems like GF has kinda gotten away with it, too. I feel like people instinctively WANT to bash on the design, only to find themselves lured in by the combination of cute cat prevo and mysterious stranger full evo. It's kind of weirdly commendable - managing to take everything people profess to hate about a starter design and going, "Okay. What if all that, but MORE of it?" and making people love it. There's a certain refuge in audacity there that I think works with the dark, mysterious magician aesthetic as well. So there's even potentially some unintentional brilliance as well, in addition to the intentional.
So yeah. I haven't decided if I like the design personally. But I definitely do respect it.
Considering Jynx, it really isn't that weird. Sure, Jynx itself may have been a bit of a failure of design, but its existence demonstrates that the precedent was there all the way from gen 1, even before gen 3 forever cemented it with Gardevoir. Like I said - the net has been cast quite wide for a long time.

Sylveon is the only exception to this rule. All the other eevees that are male get changed to female when getting the dress outfit.

You don't need the code to see the Eevee's tail. Sylveon is a male regardless of outfit but that might be because he was the first eeveeloution released.
