No they didn't. Go ahead, turn on your old Win9x / XP / 7 / etc. computer, it works just as fine as it always did. MS didn't activate a kill switch to disable your machine, or lock you out until you install a newer OS.

Considering a menu or desktop shortcut on Linux is literally just a text file dropped into ~/.local/share/applications or ~/Desktop, I can't imagine how Lutris could fail at that, unless the problem is that you haven't given Flatpak the permission to let Lutris create files outside of its sandbox. I don't use Lutris though, so if it is indeed just broken and shitty, then lol.
