It's not really skill switching to a higher winrate option. Skill is winning with literally anything because you grasped the game state and mechanics perfectly.
Because designing a competitive game around rock-paper-scissors where the winner is effectively decided before the game begins is objectively moronic. Next question.
Because the games are badly balanced and scissors wins 45% of the time, rock wins 35% of the time and paper wins 20% of the time. Scissor is also very easy to play and learn while paper is very hard to play leading to papergays quitting the game because the class they consider most fun is too weak, leading to a dead game with a stale meta

In this analogy lets say Scissors are a DPS while Rock is a Tank. The DPS makes the game faster with his mobility options and higher skill precision necessary for his damage output. The Tank makes the game slower with high health, and lower the skill required with a myriad of ways to mitigate damage in rather simplistic ways. As we can see not all play styles are as equally conducive to fun and skill.
Becouse if a game is class based i might want to play a specific class.
For instance in TF2 I main and mostly play engineer, and because it's tf2 no matter what the situation is i can still play engineer, simply switching my loadout if need be. Even in the most dire situation when my team is just incapable of protecting the flank i can always just go battle engi and go fight alongside my team or the eureka effect and protect the flank myself.
Meanwhile in Overwatch if I'm playing mercy (who was my main back in the day) and the other team has a roadhoag I just can't fricking play mercy today and have to switch to a different class.

Rock might be balanced but it isn't fun to play against. If you pick rock, your fun comes at the expense of everyone else's.
