Because Gamefreak autism had them decide from the start that Flying is a 'secondary' type, hence the abundance of Normal/Flyings for what should just be pure Flyings early on.

I think that broke their autism enough for them to say frick it and start treating Flying as a standard type from then on, with them immediately giving something Flying as the primary type in the following Gen with Noivern and in general not caring where it goes on many Pokémon after that. Rookidee is probably where they were like they knew it was going to be defined by its other type eventually so just truly gave up.
Because Normal/Flying was originally the Bird type that got split so that GF could give it to things like Zubat that aren't birds. Flying has always been treated as an attribute that can be removed or gained (or at least partially with Levitate, etc.). It makes sense why it took so long to come out with a pure Flying type; what kind of Pokemon fits the concept of "purely" floating in the air? Corviknight is most likely nu GF not knowing or caring about this and doing it purely because they could.
Probably tracks back to Gen 1 with the Bird type in the coding and ended up as a holdover of how they design and constitute a Pokemon as a Flying type.
Tornadus is an interesting example of a pure Flying type since it learns none of the Flying type moves associated with Bird Pokemon like Wing Attack, Feather Dance or Brave Bird, even in its bird-like form.
I think they're finally trying to break the philosophy with more Pokemon like the Rookidee line.
And if you really want to get autistic about it, Flying was always the secondary typing listed on a Pokemon, and now since Gen 8, a few Flying types have it listed the primary one.

Take a leaf out of Palworld's book - sometimes less is more. Shit types like Ice don't have a reason to exist so put them together. Fairy was a mistake and separating those three as attributes also mean Pokémon like Charizard and Flygon can finally actually be flying dragons AND have an element.
And yes, the grouping inspirations come from the TCG - where weaknesses and resistances are decided on an individual basis per Pokémon - which encourages players to actually LEARN ABOUT EVERY SINGLE POKÉMON instead of pressing a button corresponding to which type (and thus weakness) they have.
You stupid frick. The popularity of Pokémon is because the rock-paper-scissors relationship of types is consistent. Per-individual weaknesses like SMT are hated because they are jot intuitive.

All they need to do is make it so a pure Flying retains its type but it's now vulnerable to Ground for a turn.
