The OP picked the regional dex for each region and HGSS dex only added 5 cross-gen evolutions to it. The fire types in GSC and HGSS dex are the same. Nothing about OP's image explicitly says HGSS. Not to mention that it can't be Johto since Charmander is only available in Kanto in HGSS (through Oak)

Hoenn lets you pick between four fire lines even without counting special pokemon (like the starter). If you don't pick Infernape in Sinnoh you have to catch Ponyta's line or wait until you complete the game to get a normal pokemon that should have been there since the beginning or a legendary
