That's the ultimate goal, not to make sure the gameplay is fun or interesting, but to trick you.
Even back in the game boy days, the old Pokemons games are literally just JRPG grinding, but with a collecting aspect. No real challenge or strategy, just autobattle for exp to collect jpgs. Why should they?
Gacha will pull in more money than lifetime sales for an actual ship-girl game
