You just put a random address (preferably in a tax-free area) and if you want to buy something there are a lot of websites that sell country specific psn credit codes. I used to buy Jap and and US codes from play asia.
The reality is probably that they would make more money from telling their investors "LOOK, PSN NUMBERS GO UP" than they would make from actually selling a product to less lucrative companies. They just need to mitigate PR disasters enough for it to not get back to those investors.

I'm so glad Armored Core finally got a PC port, to get away from morons like sony and MS. Now if only we could save other series' like Ratchet and Clank and Jak and Daxter. That reverse engineered PC port of J+D was really nice.
