Not really. The original concept art (pic related is an example) was purposely very simple; the GBA sprites were based on it. The DS sprites were just a port of the GBA assets (except for a few backgrounds and objects).
When they had to make an HD version for smartphones, they traced over the original art rather than drawing it from scratch with an updated artstyle. The PC/modern console port just took the smartphone sprites and retouched them.
It's bad but it would be much worse if they just upscaled the GBA sprites. In fact, the end result is very close to the original artworks.

Look at the lines, their thickness, their imperfections. I'm talking about the first couple of pics; compare them to the others.
The iphone sprites weren't redrawn/traced: they literally just scanned the original artwork and called it a day (which is why the shading is actually more "detailed" than it is in the PC port). They looked bad because the artwork was pretty bad in the first place, and featured thick black lines that were meant to be translated to the ridiculously low resolution of the GBA.
AA1 always had fugly art, the artstyle fricking sucked. Sprites were literally just lowres scans of 2D art that had it's color palette limited to 15bit+bilinear filter.

The old "sprites" were literally just scanned images at shit resolution with a shit filter+minor touch ups in places where the 144p downsize made it look really bad.

It seems like they just traced over the sprites for the phone ports and then upscaled the resulting art for the following ports. The result looks about as ugly as you would expect. I was really hoping they would be redoing the sprites or at least have an option to use the originals for the PC port.
The HD ports' character art uses thick black lines, in contrast to the original sprites that used much thinner lines that were often colored to reduce their contrast. That's why the HD art looks so weird and fricked up.
The black lines were always in the art you dumb gay, just take a look at the art book.
They're just not that visible, because resizing to GBA resolution nuked its visibility, and the colors weren't black because they used a weird color palette for GBA that changed it to grey/brown.
I feel like it wouldn't look nearly as bad if the shading wasn't so soft. It looks like regular hard-edged cel shading on the old sprites but the newer ones look like they were shaded using only an airbrush, which always looks incredibly amateurish.
