    Personally I feel like Peony is Penny's step-dad.
    His daughter's skin tone in the league card photo is a mix of Peony's skin tone and his wife's.
    Whereas Penny's skin tone does not match Peony's at all, only his wife's.
    So maybe his wife had Penny beforehand, separated with the dad early on, and Peony stepped up and assumed the dad role.
    Not every step-child calls their step-parent a step-parent. Some just call them "Mom" or "Dad" like a biological parent.

    Alternatively, Penny is younger than Peony's daughter here. AKA she wasn't born/conceived yet when the photo was taken

        Hair color in Pokemon varying is not the same as skin color in Pokemon varying. You can have literally any color hair, but the skin colors still match real world influences. You don't see green skin or blue skin or other unnatural colors except for the literal alien people.

            Yeah that's because you're allowed to pick any skin color for yourself, so instead of reflecting the parent on yourself they just made one design for the mom to cover all bases.

            Plenty of non white characters in Pokémon have blue eyes like Nessa, Bea Raihan. They don't give a frick and just design cool characters.

            Eye color isn't dependent either. I was talking skin color. Notice you can change your hair dye color and eye contacts late in the game but not your skin color. That's to reflect that the Pokemon world doesn't overfocus on hair and eyes.

                You don't really need to ask that question. You can deduce the father is the one with the skin color that matches yours since it generally takes 2 parents to make a child.

                I wouldn't put a number like that behind it since chances are you're basing your knowledge on lazy media casting instead of actual IRL cases. Or you're thinking of the darkest African interacting with the whitest European. Literally just look to the diversity of complexions in the Hispanic and Indian communities to see how shortsighted an out of touch number like 95% is. They're not all middling brown. There are some as light as white people and some as dark as black people, and that has kept continuing to be the case through the generations instead of narrowing itself toward the middle.

                There is no hard math there. You're using a shallow interpretation of your own preconceived statistical assumptions to rule out how genetics has actually worked for millennia. Something genetically rare would be more akin to albinism. Matching one parent or one grandparent or one great grandparent happens all the time.

      No the reason we know he's her dad is because Penny says he uses the terms "Adven-tour" and "ultra-mega", which ONLY Peony uses, and she's from Galar. He is not the only overprotective dad. Bianca has one too.

    I’m still convinced she’s Oleana’s secret love child with Rose. Rose wouldn’t want a scandal, so Penny being shipped off to her Brother to take care of, because it’s a Japanese thing for family to take care of each other. It would explain why Penny would consider Peony her dad, and still end up being the adoptive sister to Peonia.

    Twilight Wings showed Oleana wore Glasses, sharing that trait with Penny that neither Peony or Nia and her Mother share. Plus she was a researcher or scientist before she was Roses assistant, so it could be likely.
