Whereas Penny's skin tone does not match Peony's at all, only his wife's.
So maybe his wife had Penny beforehand, separated with the dad early on, and Peony stepped up and assumed the dad role.
Not every step-child calls their step-parent a step-parent. Some just call them "Mom" or "Dad" like a biological parent.

I wouldn't put a number like that behind it since chances are you're basing your knowledge on lazy media casting instead of actual IRL cases. Or you're thinking of the darkest African interacting with the whitest European. Literally just look to the diversity of complexions in the Hispanic and Indian communities to see how shortsighted an out of touch number like 95% is. They're not all middling brown. There are some as light as white people and some as dark as black people, and that has kept continuing to be the case through the generations instead of narrowing itself toward the middle.

Something genetically rare would be more akin to albinism. Matching one parent or one grandparent or one great grandparent happens all the time.
