The reason fire is attractive is because you don't really get access to them until mid-way through the game, and that's not really an issue with grass and water (which comes a little bit later than grass, when you get a fishing rod)
I used to like the fire starters the most as a kid but nowadays I like grass the most in a majority of the games.
I think Gen 2, 5 and 8 are the only ones I don't consistently pick grass.
They're usually pretty ugly.
