i believe the illiterate is saying that people have the option to make custom maps but dont want to because in a year a new game will be out and nobody will play their map.
They're saying most popular FPS like CoD get a new release every year so why bother making maps and mods when most of the fanbase is going to move on.
Custom maps require games with communities that stick around is what he's saying.
You get custom maps for games like Killing floor 1 and 2 because they have rolling updates and active communities, you don't get them for flavor of the month games.
so youre starving for content and buy the next game or whatever the frick they want to sell you.

Official maps by and large are pretty well designed and have amazing amounts of detail, so community maps at a lower standard/quality aren't as popular, even if you inject secret club memes like in mario_kart
