Because it's only a character in the anime. In the games it appears, Kieran catches it, forces it to battle, loses control of it, forcing you to raid-battle it again, then you raid-catch it. It has no characterization or personality. Contrast this with Ogerpon, who has plenty of characterization that people adore.
This really. I wanted to use Ogerpon on my team right away due to its plot inclusion, I dont feel any of that for Terapagos which I see as just another story legendary.
Even the fricking peach has more personality than Terapagos

Anon, those Pokémon had a bigger impact due to story actually include them and not have them as a last minute involvement. Hell, Reshiram actually had you go out of your way to look for it.
Because we don't know fricking anything about Terapagos.
There's what mentioned about how Terapagos was such a big ball of nothing in the games despite one year of hyping the meme turtle but there's also the fact that despite the turtle finally appearing after so long and after hyping it so much and all the mysterious surrounding it for every single thing that got answered, and very halfheartedly at that, there's five more new questions so everything about the turtle doesn't feel mysterious anymore but more like a nonsensical clusterfrick with no rhyme or reason where the answer to everything is "it just works" or "wakarimasen lol".
Meaning it's only real appeal now is being a cutesymon but for that you have plenty of better options.
Oh, and also, that it is a cutemon while being a "third legendary" or "gimmick source legendary" makes it stick out like a sore thumb and feel out of place as frick.
And this wouldn't be THAT much of an issue had they delivered with it plot-wise, cool subversion and all, but they didn't, so...
And that's a good thing. Legendary pokemon are supposed to be legendary not your little buddy like Ogerpon/the raidons/Kubfu/etc. All 4 Pokemon on the poll at least accomplish that.

its honestly such a botched release compared to Ogerpon that I wonder if something happened internally at GameFreak for it turn out that way. I feel like mid Indigo Disk development they just decided to frick it and focus on gen 10 leaving some skeleton crew to finish the rest.

Nobody bother to watch new anime and Terapagos is literally nothing ingame, both plot and lore wisely. Its only role in the game is being the tera raid boss. It's Eternatus 2.0 but with lamer gimmicks, designs and typing. Stellar type is such a disappointment.
