Thats true, but the game is at its heart a VN with RPG elements. Kingdom management is just a theme or rather, a product of the route you pursue.
Alo, ramdomizing might interfere with the game's core design. Randomized skill check difficulties could well ruin a delicately built character/route. The game would have to compensate for that by giving more wiggle room for acquiring skills or ways to resolve situations in general.
Random events are a more interesting idea, but they suffer from the dilemma of being either too impactful, i.e. setting story flags, possible game overs or something along those line or conversely being essentially irrelevant to the greater story, which would leave them as fillers.
Devising randomly chosen mid-to-endgame crises would probably have gone beyond the scope of what the developer could reasonably have delivered and sold at the price it did. It would also have required a way to telegraph it to the player early enough to have a general idea what to build their princess for.
It actually has great potential to be more, way way more.
Too bad it's a railroaded VN, although with some liberties.

Well, you don't really get to fight in wars in Shadow President, you just build up your army stockpile and then the wars just happen by themselves, it's more abstracted than Victoria 3 in that sense so I wouldn't really call it a GSG. What did you like about Shadow President that you want to see in newer GSG's, anon-kun?

They make a bunch of shit but they can't into optimization. Supreme Ruler 2030 got announced, but I would just pirate 2020: Gold since Ultimate runs like absolute dogshit no matter your specs.

I'm pretty sure there's a Civil War 2 scenario out there, but it's been ages since I've played the game.
