Not having to worry about a homing attack lets him suppress the player with projectiles without necessarily forcing him into cover. His health pool also makes him better for setting up infights. He also takes 3 SSGs/rockets instead of two, which makes him slightly more of an ammo drain.
The problem with Barons is that they matter more when pistol starting because of just how much fricking ammo it takes to put them down. But because most people are gays who play continuously, they're always kitted out with max ammo, making his 5 rocket/10 shell cost basically meaningless.
Hell Knights and Barons are better as tanks than a Revenant, players will usually focus Revenants because their missiles are a huge threat but players will often just try to dance around Knights/Barons to focus other targets which can make them very effective at trapping inattentive players.
They're also good at soaking up rockets to force players to deplete their stocks, which is good for forcing players to actually engage with hitscanners instead of melting them with splash damage.
Sometimes you need a fat dumb enemy to use with a group of enemies, not a homing curveball c**t
