Relative to the shitmons of other gens, yes. Not even Kanto mon needs to be as iconic as Charizard (or even the Charizard equivalents in other generations), it just has to be more memorable or liked than its own analogues in other generations.

Reminder that the GO boom, while it didn't last nearly as long, was still more important than Pokemania because it stretched the peak of the phenomenon across THE ENTIRE GLOBE FOR ALL AGES over the span of an extremely powerful few months that cemented Pokemon as an unstoppable juggernaut whereas Pokemania was mostly localized in America and impacted young kids, and experienced a slow death following its plateau because those kids started growing up and got into shit like Star Wars, Yu-Gi-Oh, Harry Potter, Bionicle and GTA instead.

Because normalgays on Facebook complained loudly enough for TPC to somehow think Pokemon as a brand was risking total loss of overseas appeal right before they made their plans to synchronize releases on a global level.
It's somewhat similar to how TPC was genuinely scared of Yo-Kai Watch's brief bout of immense Japanese popularity that hijacked Pokemon for a little while and that we're STILL feeling its effects to this day.
So basically what I'm trying to say is anything that may threaten the stability of the Pokemon franchise in TPC's eyes will only somehow cause it to become stronger, akin to a hydra whose heads aren't all felled at once in one clean cauterizing swing.
After all this time, RG is still their best selling and most influential game. The Pokémon are so iconic that people still use them as benchmark for all future generations designs.
Charizard beating out Pikachu in the same voting bracket of that Google poll probably vindicated GF pushing Charizard more than anything.
The voting was split by generation so gens with fewer popular candidates were more weighted towards those choices. Charizard is one like maybe 5 Pokemon that almost everyone on the planet can recognize, they'll move on from it whenever they feel like moving on from Pikachu and Eevee. I don't get why people let themselves get so angry over that.

Gen 5 was hated online when it first released because you couldn't use any Pokemon prior to Gen 5 during the main game. As usual for Game Freak, they went overboard in correcting it, and I fear we're going to get another wave of Kanto pandering when Gen 10 gets revealed due to SV's lackluster reception.
Kanto is still the best pokedex, just compare gen 1 starters with every starter past it, it's just embarrassing and ugly as frick

Marketing. It makes sense to keep the focus on Gen 1 since the roster expanding. They don’t expect new fans to know every Pokemon. But they want them familiar with Kanto and the latest generation.
From a marketing perspective: weaponizing the nostalgia of the now 30+ year olds who grew up with the first anime series.
From a game design perspective: The visceral Western reaction to B/W and a good chunk of the Unovadex being more creative takes on Kantomons [fricking fight me, they were better] led to a massive overcorrection on part of GF with X/Y being the most shameless about it and unfortunately setting the curve.
It's like ordering Capcom not to use Street Fighter II characters (Chun-Li, Zangief, Cammy, Guile...) in the new Street Fighters.

Because Kanto is the best region and Charizard is the best design.
Game Freak's and the Pokémon Company's fixation with Kanto and its pokemon is probably rooted in its nostalgia and how it was the first region to be introduced to the franchise. Charizard is a particularly popular pokémon because it was the starter of Ash Ketchum from the anime.
As for Game Freak and the Pokémon Company, they often try to appeal to nostalgia and draw in the older fans with these Kanto references or including Charizard in various things. However, this has become a bit of a double-edged sword, with a lot of the newer fans being tired from seeing the original 151 pokemon all the time.
