If this was fallout 3 we were talking about I'd agree but it's not, durability isn't so punishing like it used to be, if you don't care about the skill checks then it's not that great & even with magazines can cover many of them. To be more accurate I think the ammo crafting is undercooked & primers are too costly / rare which really kneecaps it. It's a minor feature that isn't worth investing in alone & your green text implicitly demonstrates that.

The real problem is that you can only make/break down up to 100 bullets at a time.
You can't do it in the sort of bulk quantities you would want for ammunition crafting, especially if the ammo you're making is going to completely replace the default.

I did like Survival skill in New Vegas, but more for cooking, especially with a few mods that had more recipes.

I was swimming in so much recovered loot, that I never needed to make ammo. All the storage chests held different weapon types, ammo, armor, crafting materials, etc
I started throwing all my money into the bathtub, and the DM gold bars into the bathroom garbage can.
New Vegas is really generous.

You also don't need to have ammo if you do a Companion Build, since they don't waste Ammo, so you can just put a single bullet in their inventory, alongside the weapon you want them to use, and they will never ran out.

Cazadores and Deathclaws are pretty fast and attack in groups/duo.
