First it was Eredin in Witcher 3 who gets almost no scenes and you barely know who the frick he is by the time you fight him then the exact same thing again in Cyberpunk with Smasher.
Eredin at least had a cool looking fight but Smasher doesn't even have that, he just goes out like a b***h after doing nothing the entire game.

Adam Smasher isn't a villain. He's a plot device that GMs throw at the uppity players.
He’s just the heavy. Literally the exact same as someone like Frank Horrigan in Fallout 2. The actual villain is Arasaka itself.
You're giving people a lot more credit than they deserve, assuming they can understand a plot with a depth greater than 0.
The biggest blunder wasn't having him do nothing, it was having him lose. Ruins the entire point of Adam Smasher being the "end" of the "Night City Dream." The story would have been better if V fought another actual final boss, before facing Adam Smasher in a fight where he is so beyond your character that he will kill you no matter what.
Especially considering that CDPR wants to do a sequel. Now they just lost their best villain unless they pull some "BUT ACTYOOALY HE WAS DATAGRAMMED AND PUT IN ANOTHER BODY" bullshit.
If they were to use Arasaka as villains again, they can easily use a new person in a modern DaiOni

Both DaiOni and Dragoon suits come with an increased risk of Cyberpsychosis - plus they come partnered with Behavioral Inhibitors, which Smasher disliked. Literal brainwashing.

Smasher isn't this, Night City / the world itself is. It's a dystopian hellscape where no one is granted a peaceful or meaningful end: from street junkies to Saburo Arasaka—even smasher is a walking husk at this point, essentially soul-ripped by his augments, a drone doing what his owners tell him to. Yorinobu said it best, they're all captured by a world that no longer exists, one that may never had existed.
