I don't understand in the Kante/Johto era of the anime when the show was a boarderline slide show that they didn't have more big bulky mons on Ash's team instead of never evoling them. Surely it'd be just as easy to show Pokémon like Rydon and Machamp fighting in still impacts what they used all the time anyway

I don't think it's that. Sceptile and Blaziken are shown way more in the gen 3 and gen 6 anime despite being more complex and harder to draw compared to Swampert
Simple, really: TPC and the writers pick favorites, if you're not a shillmon you're not part of the special group. Infernape lost against the designated starter shillmon Empoleon and instead of appearing in Ash's final team, fricking DRACOVISH made it in, ANOTHER SHILLMON.
