Clearly because the regions are just that, regions, and all part of the same nation.
What does the word abroad mean?
It means away from their home region. Kalos is not on the same continent as Kanto.

The National Dex is different in every game. It's a list of mons available at that time in that nation. doesn't mean they're all one nation. The only thing that indicated one country is Oak in Sinnoh saying it's the same country as the previous three regions. So at the very least there is a Japan-esque country in the Pokeworld that may or may not look nothing like IRL Japan.

For the same reason we still have "grass" and "steel" types and moves named "thunder [x]" where "lightning" would be more appropriate

We don't even know what "National" means to be in the Pokeworld. Game Freak stopped using their brains since Gen 5. All they can think of is making money. Maybe if you stop giving them money, they will start using their brains again? Who knows but it is worth a shot.

What even is the point of a Pokedex anymore? It's such an anachronistic concept; a specialised little pocket encyclopaedia. It made sense in 1996 but nowadays it's like walking around with a PalmPilot or some other brick PDA from the 90s. And why do we even get one? In RBY and GSC the logic was that the Dex was a new invention and the player is one of the first people to make a dedicated effort to catalogue every single pokemon, but since gen3 the presentation has more or less been "you get a pokedex because trainers are supposed to have one" without any reason given.
Thats why the pokedex is an app on your phone instead of a seperate brick you carry around.
It took them to Gen 8 to come up with the idea for the Rotom Phone, and it still makes no sense why we have it. If it's an app, does that mean filling out the Dex is just a glorified mobile game for the player character? Kinda trivialises it, I reckon.
