There are tons of websites they could just reupload them to, but at the same time I don't doubt that zoomers are too moronic to install a mod manually.
Most modders only upload their shit to workshop now. Some sites host them but their catalog barely exists in comparison since everyone just hits download at the workshop and plays without fricking around with installs
