Pokémon lore sets 10 year olds equal to real world adults. Getting a Pokémon license is like a drivers license. iirc Shudo wrote that they can work, have to pay taxes, can marry and so on. It does beg the question how a 5 year old could obtain a license let alone become an Elite Four member.
