you could apply the same logic to. If my favorite character game back in SF5 or 6 why would I suddenly COMPLETELY stop giving a fuck about them because I saw Juri or something? They don't play or act similar so the only way that would make sense is if she was only liked for superficial reasons like jack-off material or the hope her story would actually go somewhere.
I admit, I'm definitely biased but in my defense there has never been a game where I labbed against Makoto because I knew she would NEVER show up. Also Juri and Makoto "fans" always tended to be annoying weirdos that beg for the character then never show up. (See: MK11 Mileena). But hey, if she comes back and it GENUINELY makes people happy then good. But otherwise I'm convinced she's a worthless addition and the only person I would rather have less is El Fuerte.

Because she's not a high enough priority for anyone at capcom to feel like investing in. Mika at least had ono's autism to push her back in. She's the hipster choice of SF girls because of her relatively bland design and her gameplay is awkward until you put the time in. Personally I like slow-playing into random explosive damage, but it's not for everyone.
