The real answer is that in the 2000's investors saw that gaming revenue was overcoming TV and Film so they started pouring investment into big successful publishers like EA and Ubisoft. With this influx of outside investors came a new mandate: continually cut costs, continually grow revenue, and swallow anyone smaller than you.
Twenty years later and the consolidation has been completed. Getting the budget to make a game without a direct line to the few publishers that still exist is basically impossible, and working for them means being abused and working insane hours for pennies while some middle management c**t that's never played a game in their life tells you what gamers want.
