considering mario 64 was ported in a day probably not hard.
It is recorded that 4376 games were released for the PS2, if it had been easier to develop for, then there could easily have been over 10k games for it. We, as the gaming public, were robbed. That's over 6000 games that were killed in the womb due to unnecessary complexities in the PS2 architecture.

Like every sony console, they prioritize movies, then licensed music, then gameplay, in that order.
You can make a shitty game pretty easily for the PS2. You can ignore a lot of the hardware or use it suboptimally. The game will look terrible, but work.
To actually maximise the potential of the hardware you have to juggle a lot of concerns in parallel.
