Staten's writing, especially for characters like 343 Guilty Spark and Gravemind, showcase his narrative pretty strongly, as well as Contact Harvest where Mendicant Bias blares it at the Prophets, triggering the war.

The sad thing is that it really could have been halfway decent if they'd have just kept the helmet on and had Steve Downes do the voiceover. Hell they already had Jen Taylor as Cortana, people would watch just for those 2 together alone. The CGI was absolute dogshit for the most part too, god knows where that budget went.
The lead creator for this show is an ex-employee of 343 that was recently fired. Her vision for Halo is what this show is. Yes, she is borderline insane and now Paramount is stuck with her via her contract.
Most of these problems come from Bonnie Ross hiring people that Hate Halo from back in 2012. This was done to "increase creativity" and "make their own image" on the game. It effects have been lingering ever since on the game like a cancer.
However most of these people were recently fired. In fact all of them were. 343 is pretty clean now, but it will take time for the series to heal, and in the mean time we will have to endure contractual projects like this disaster of a TV show.

It was already in decline with Reach, Modern Warfare had overtake Halo 3 even before that. 343 sped it up immensely but it was already over.
They removed the multiplayer lobby system that had been there since halo 2. A lobby system which call of duty copied and still uses today.

Call of Duty killed it back in 2009, it has never recovered. Halo was a product of its time and needs to be let go.
