earthbound sold like 2 copies in north america so nintendo didn't see the point in localizing Mother 3 when the GBA was already dead
Wasn't the western release also plagued with being some deluxe bundles of the game a strategy guide and a third thing for like 200 bucks and there was no game only option.

Those ones are much looser and they kinda got lucky on some of them. They can be considered homage while Mother 3 uses samples without permission. They can get away with it in Japan because of how their judicial system is, but in America, it'd get torn apart. Nintendo likely doesn't think it's worth it to pay all that money just to localize a nearly 20 year old game
