I don't recall seeing any advertising for the Vita before, during, or after its launch. Did they even try to market it?

vita games were $40 physically and $30-35 digitally. sometimes they even included dual copies aka buy on vita you also get the ps3 version for free or viceversa. they were reasonably priced but the memory cards were not.
The American branch didn't want it to exist and so they cut all support for it. Also a combination of Mario Kart 7 and Kid Icarus Uprising gave the 3DS some momentum, despite the weak launch. The Vita never really had a killer app of its own, even if it did have a handful of good exclusives.

Sony deliberately fricked it up in US and EU.

Mobile gaming was rising, sure but they were barely more than games then.
IIRC Sony got sued in the west because they lied about cross play on Vita with their sports games.
Simply put, it was expensive as frick with no games. If you wanted a Vita with a memory card good enough just to get you by, you were very likely going to spend over $300. (more than a PS3 at the time) It's important to note that around this same time, Nintendo got crucified for trying to sell the 3DS for $250 and were forced to lower the price a few months in.
the 3DS pricedrop was because Nintendo was sweating at the Vita. it had way better specs for same price. they had to cut to compete but they didn't realize that sony would shoot themselves in the foot multiple times and not have any games.

The 3DS crushed it.
3DS failed until nintendo scrambled and settled on selling the console for a major loss. without pokemon the 3ds would have sold 15m units, tops.
It failed because it required proprietary memory cards and they were priced as much as whole 2DS.
Sony just can't help themselves, they have to try to frick customers.

Sony made a deal with Activision for an exclusive cod, but they went and a shit ass hand rushed game that was panned, probably cost a lot of momentum with the mainstream and decided it wasn't worth splitting their dev teams between vita/ps4 when it wasn't going as well as they hoped
