Because DLC and microtransactions exist now. There's no incentive to get creative with that kind of thing when you can just put a price tag on it in-game. Sad but that's the world now.

Some games a few years ago tried what you’re describing and people shat on them for it.
Fallout 4 and MGSV both had phone apps, they sucked.
even GTA V had the ifruit app, which i only really remember affecting franklin's dog's mood (it was a lame excuse for a tamagotchi type thing. the dog would shit all over the place and you had to clean it up or else he'd be grumpy when you played the real game) and it let you change the text on your cars' plates.
