No, you replay a game because the replay itself is valuable to you. It doesn't need to be an exact mechanic such as a NewGame+ shit, it needs to captivate you in a way that you'll enjoy the second playthrough just as much as the first one.

RPGs do this easily with choices that leads to different routes, scenes or dialogues. Roguelikes are literally all about replay value. Other games can use RPG lite elements such as classes to differentiate a subsequent replay. Sandbox games can have a very large replay value, especially if you can build things in them (it doesn't have to be proc gen like Minecraft, it can have a fixed world like Kenshi).
There are exceptions, such as Outer Wilds or Return of the Obra Dinn, but generally I think games that facilitates additional replays are often better.
I do realize however that this is very subjective. I have friends who doesn't replay/rewatch anything even if they really loved it.

I have never read a specific book more than once in my life. I have however played multiple games multiple times from start to finish. I have listened to songs multiple times. Sometimes the same song over and over again until I'm sick of it for a few weeks.
Replay happens for two reasons. The story branches or you missed something so you are required to replay to get the whole story.
The gameplay is amazing and if not customizable. So you either experience the same great game regardless of number of playthroughs or a varying experience every time you play.
People don't replay games because of two things. Length and Quality.
If it's super short. Nobody will play it again if the game didn't have any of the replay value things listed above. If it's super long and the quality. Either they will finish it and not put themselves through hundreds of hours again or straight up fail to finish it due to bad game.
Regardless of length. Bad game is bad and will probably not incentivize people to finish the game let alone replay it.
I'm not watching the video but it's worth noting that a rogue will expect back to back "replaying" win or lose and games that are a contained single instance won't. Replayability doesn't have to be immediate, plenty of people go back to beloved games and have a great time. Within that there's something to be mourned about great games you wish you could play "for the first time again" but life's about missing out on the past.

It pretty much comes down to three factors. Choices, complexity, and time.
