yeah by the looks of it this build already have every pokemon finalized and they were just cleaning and adding those final touches to the sprites.
this image is the smoking gun that proves it was fake, the treecko sprite in question is just the final sprite with body parts moved slightly to make it look shittier, and individual 8x8 chunks having the palette data shifted (you can still tell the shading is identical to the final sprite despite being adjusted slightly)
in particular, the eye and mouth on the sprite are identical to the second frame of the pokemon emerald sprite
i noticed the face rather early but decided to check the entire sprite just in case and was able to almost completely recreate it, sans corruption, by shifting around portions of the final sprite.

i understand the copium but i'm pretty certain it would be more work to trace part of a section of an old, "incomplete" sprite from 2002, (and only do this with one single individual pokemon and nothing else,) than it would be to either just draw a new eye from scratch or copy one from the already-completed sprites from firered
as much as i wish it were real this is pretty clearly fake (also the individual sprites posted were edited from the disassembly sprites so theres that too, if this person couldnt figure out how to upload a rom or record a video that isnt in 2006 youtube quality i dont think they would be able to rip sprites that clean directly from the rom)

All the scrapped designs you listed were in an older prototype build of Ruby from early 2002. OP seems to have the Pokemon Festa demo build, it is pretty similar to the final game and i guess all the designs were finalized at that time (few months before release).
