Well in the very least there's that hidden crevice above Hidden Palace with every single monitor type in the game (except the Eggman) but you can only get there with Tails (meaning you need Sonic 3 locked on).

Lightning double jump is more useful and lets you attract rings as well.

Needed for the people used to Mario and Kirby tier games, they need to focus all their energy on avoiding spike pits and surprise enemies because the game moves too fast for them

Though to be fair the save feature does help with this as well but neglecting rings is yet another common "your own fault" problem when you see babies b***h about not beating Sonic

Even if you shuffled Flying Battery into Sonic 3 between Carnival Night and IceCap like was intended that would just add one water-less level to Sonic 3 (which otherwise only has Marble Garden). Everything past Launch Base still doesn't have any water.
because its basically just the regular classic bubble from the first games. having extra properties sometimes was just a neat bonus. electric and fire shield were objectively better.
It makes the barrel challenge in Carnival Zone a LOT easier since you have to jump on it so much to get it low enough to progress. Honestly if I don't get there with the water bubble I just restart the level.

2. That's a Sonic 3 level, there's water in Carnival Night (at least with Sonic -- not with Knuckles).
Why shouldn't it be?
No water negating its main function. All Sonic can do is bounce with it, which isn't particularly practical.

You can still bounce with it, even if there's no water in the 2nd half.
