The US release was based on Japanese Blue, which was an update the RG. Rather then rework the changes they just took Blue, gave it Red's exclusives, and nade two "versions" from Blue that way.

America wanted in on the action, and the least janky version (Japanese Blue) was the base for the American games.
For version two, Charizard was obviously more marketable, so the frog was kill.
A mix of red and blues. The real pull of jap blue is that the in-game trades are way better. You can get gengar and golem in-game. You can get a non-magikarp water type (poliwag) before fuschia. Tauros and kangaskan are taken out of the safari zone and made trades. You can also catch jynx and lickitung in the wild.
If it was Green and Red back then I probably would have picked up Red instead (despite liking Venusaur more than Charizard in the actual games) just on aesthetics.

Oh, and they were evidently thinking of a paired Pink version to go with Yellow as Yellow's code mentions it. Probably would have had Clefairy as the box mon since it was originally envisioned as the mascot character before Pikachu took off.
