Because breasts are tricky to draw. If you try to draw age-accurate ones on a 10 year old they'll look odd and the audience may not even notice them. Given that it's an anime and every character regardless of gender looks somewhat cutesy and effeminate, their needs to be a telltale sign that a character is in fact a chick and not a dude. Or maybe I'm moronic who knows.
