Human NPC's are not "Fo4 elements", it's what any MMORPG has, they probably didn't want to pay voice actors at launch to add them so every NPC was a robot.

If technology for space travel exists then the people are post-subsistence society. People here just like the aestheric enough to dress in cowboy hats the same way people do dress in unnecessary ways in out society. Cowboy outfits still make sense in arid environments like to ones depicted in the picture. Flannel is light and breathable and leather is sturdy and hides dirt well.
