You have zero evidence Obsidian was lazy in 2010. They put way more effort into story and setting than anyone else up to that point. The pip-boy is classic Fallout and they didnt wanna piss off the fan base. There was probably a fair amount of discussion on the issue before they made a final decision.

Obsidian is kind of mediocre when it comes to writing. They have a habit of giving too much fluff dialogue to npcs nobody gives a frick about. Pillars of Eternity was especially bad in that regard. All the tutorial NPCs have a frick ton of optional dialogue which is moronic because they all die within the first fifteen minutes and almost nobody is going to give a frick about them past their first playthrough (if even that). It's time wasted writing dialogue, then coding it into the game, recording voice acting if needed, and QA testing it to make sure it all works properly that could be spent working on shit that people will actually give a frick about.

It has more shooting than talking. It's designed in a way so that you can solve many quests differently by passing speech checks (or at least talk yourself into shortcuts or bonuses) but you are also free to ignore all that stuff and go in guns blazing and only treat NPCs as quest givers and vendors to sell your loot to.

I've never used it so I can't tell you, the gunplay isn't horrible but the issues can't be fixed with mods IMO, it's just the engine that feels janky and unresponsive sometimes and hit markers won't correct that. Sprint and bullet time mods are nice, though the last one almost feels like cheating if you're in a pinch.

New Vegas was very well made and you can choose a number of paths to the endgame. You cannot shoot everything without cheating because at some point immortal enemies pop in and kill you. The average gamer today is hooked on Fortnite and has a very short attention span. He doesn't know in New Vegas you can frequently talk and negotiate and sneak and manipulate to get past many problems, and many times that's actually the preferred option for maximum loot and XP. There's even walkthrus on youtube where players do almost no killing and get their companions to do the absolute minimum.

All I do is shoot up each town. It's a spiritual successor to Postal 2, because I have so many guns and so many heads. My only complaint is I wish they respawn so I can shoot them again.

He found out either from Victor, or from simply seeing them that some obvious Vegas guy had shot you in the head. He gave you a vault 21 jumpsuit, a pip boy from vault 21, and a gun in hopes that you'd go after the Vegas bigwig that got his wife killed. In three out of the four endings, you do indeed get payback for Ms. Mitchel.
