It's early concept art. They needed to draw him without clothes so that they could consider how his clothes would deform around his body. In-game, Link always wears at least his pants.
Drawing and modelling Link's magnum dong would have added unnecessary complexity because the player would never need to see it, the developers would have to take it into consideration for how Link's clothes would deform, and there would be the risk of it clipping through his clothes.
Resident Evil 5 had a bug where Jill's vegana clipped through her clothes. Nintendo wouldn't want to risk that kind of bug causing a scandal and hurting sales.
It's has nothing to do with the lack of dick in the concept art.

I agree that Link's proportions are offputting, but it's more likely to be a case of the artist spending most of their career drawing female characters and then struggling to draw a male character. A gigachad Link would have been a much better idea.

This is just a really dumb decision. Video games are power fantasies. And the player's sense of accomplishment doesn't come from how cool or uncool the protagonist looks, it comes from each individual player's skill at the game and how they perform.

Oh and to add to this, if you really want Link to look vulnerable, just solve this the way so many Zelda games solved it: by having you play as Link's child version at one point or another.

Unless if there was some contextual reason during the game's development, they should have made Link look like a gigachad, but just not show any feats of badassery before the actual game starts. That way, less skilled players wouldn't feel bad for getting Link killed repeatedly early in the game because they couldn't parry consistently, while more skilled players would have their skill and accomplishments be reflected in Link being a gigachad that gets the respect that he deserves.
Even one of the dialogue options with Prince Sidon is for Link to brush off his compliments by saying that he isn't particularly strong, since the player will probably go to Zora's domain for their first Divine Beast.
Yeah, I wouldn't say Link needs to look like a gigachad either, just a sharper, more aquiline look like he's always had. To add on top of this: him looking cool is a challenge to newer players to step up to the plate and play the way that would fit the way he looks. If you play as a sympathetic and cool looking dude you don't want him to be eating shit and failing all the time, you put in the effort to make him act like the hero he resembles.
He's literally a child. You don't establish him being vulnerable by having him cry and cower in a corner, you do it visually through design choices. Imagine establishing kid Link as vulnerable by having cutscenes of him crying and pissing his pants whenever he faces a dodongo. This exact line of thinking is whats ruining so many remakes.

They say they want to appeal to women, but they were already doing that with OoT and TP with his good looks. Plus, if they really wanted a "self-insert" for female players, they'd just make fricking Zelda playable by now, or at least an actual companion of sorts. Fangirls have been BEGGING for a playable Zelda or Princess Zelda spinoff series for ages. But once again, that's too much effort for post-modern Nintendo.
