George Kamitani is a stubborn man who became a hardcore snoy after Muramasa sold like shit on the Wii. Vanillaware barely started releasing games on the Switch when it became undeniable it was the most popular console in Japan. Releasing on PC is just too big a gamble for him, he'd need to be dragged kicking and screaming by Skynet powered Vtuber androids in the year 2050 before he agrees to port the games.

People really overestimate the difficulty of porting a modern game to more than one platform, especially PC.
Teams of 1-3 people with 0 budget can put out multiplatform games, it's free money. Only reason not to is if a console maker offers you a bribe for exclusivity.
