First it was like Painkiller or DooM gore nests where you have to clear enemy spawns until the "room" unlocks.
Then they suddenly decided to make it "open" which required completely overhauling how they initially designed the game.
I cannot remember if they wanted to make it a "rogue"-whatever in the first place.
