The fog was used to hide the limitations of the hardware at the time. Just like with Silent Hill 2.
But they used it properly and made it part of the story/town/ambience.
it is very obvious given the theme and message of the game why they would have "fog" everywhere.

In Golden the fog starts out light and becomes heavier. It's denser than OG towards the end of a cycle.
real fog doesnt look like the left outside of extreme circumstances. it only fits for the end of the game where the tv world and real world are merging.
The purpose of the fog is to be oppressive.

golden adds marie and she has a really shitty dungeon you have to complete to get the good ending
