Probably. The priority moves would work during Trick Room, and Farigarif removes it otherwise.

Farigiraf is famously known for its role in VGC as a Pokemon that's pro-(You) Trick Room but anti-Enemy Trick Room thanks to Armor Tail, giving it a key niche in being able to control the flow of turns for as long as it lives.
You can lead Scarf Urshifu + Farigiraf against Tailwind teams and put them in a 50/50. If they set up TW and you TR then you now have speed control. If they don't set up TW your Urshifu cuts through them.
There's already mind games and coin flips in turn 1. One wrong move and you're done.
But I don't see Urshifu cutting through a Whimsicott though. None of his moves are effective enough to OHKO it preventing it from using Tail Wind.
Against Whim you just U-Turn or hard switch out with Urshifu and use Trick Room with Farigiraf.

It was a more offensive set with the Throat Spray. Watching it live, it sort of just sat on the field the whole time and did chip and survive hits. There was a game where it instantly won a match up against a Dark Tera'd Kingambit cause it had Fairy Tera still to use.

The whole thing wasn't explored enough, the circuit was limited to a handful countries, there were far fewer tournaments with far fewer competitors and those who were around back then and are still around now were like 14 at the time. Rizzo is a bit older, 3 years older than Wolfe, 5 older than Zheng.
I'm not saying Rizzo isn't a good player - his most recent (sporadic) displays have been decent and he missed last Worlds only because GameFreak can't code. Maybe if he stayed committed all these years he'd still be up there. But the era in which he won 3x Worlds is the prehistory of VGC, competition wasn't remotely as big or developed as it is now and therefore winning it back then, while still a big achievement, is not nearly the same as winning it now.

People attend all tournaments trying their best to win. Despite what they claim, no one saves tech or sandbags at regionals. It is just as hard to win a regional as it is an international or even worlds. Every tournament is a snapshot of the meta at the time. Wolfe has won tournaments in every gen from 5th gen on. That is a far larger accomplishment than winning a few tournaments in a small cluster back then the game was downright primitive compared to now.
To be fair, the US circuit is a matter of number, but the general level isn't that high. It's just that they have a lot of tournaments with a lot of players and that keeps those at the top fresh.
Look at international tournaments and Worlds. USA sends a contingent of 60, 70, and out of those 5-6 make it to high positions. Italy and Spain send 3 players each but all 3 reach the top cut or come close.
USA has a relatively small core of very good players, but after that, the rest is mid.
Ray Rizzo had the same amount of knowledge and access to information as anyone else at the time. Doesn't matter if the scene wasn't as big or people couldn't experiment as much with the lack of simulators or whatever. He still got to be 3 times world champion in a row.
Just because it happened years ago doesn't diminish his accomplishment as the mkst decorated VGC player of all time.

Everything other than Flutter Mane is by-the-book. Nothing wrong with using what works. I'd didn't watch any of the videos of the tournament yet. What is the Flutter Mane there for? Setup in fron of Amoongus? Is it slow and underspeeds some key threat in TR?
I don’t think he brought the Flutter Mane to any streamed matches if I recall. I feel like Flutter Mane could go on any team if you have an empty spot and that seems to be what he did here.

What is the most centralizing, meta-defining Pokémon right now? Urshifu or Flutter Mane? Feels like there's no point in using anything else, and everything is about giving advantages for your Flutter Mane/Urshifu to get the upper hand over the opponent's own.
Urshifu. Anything that can't take a Surging Strikes/Wicked Blow basically has zero usage. Even Flutter Mane are forced to put 300+ evs into HP and Defense. Being able to go through Protect is just too good.
