I don't see why it could stay a bipedal croc, when a Fire/Ghost Feraligatr regional would accomplish the same thing. It is very likely to be "ambiguous creature" and get some serpent-inspired elements

I think it's definitely going to be a snake. They way they've already gone about creating Pokemon and their names around memes (LeCHONK, SMOLiv) I think whatever new blood working on these games definitely have internet culture in mind, so it's almost certain they're going to fall into the hole of zodiac signs for the fire starter.
They have to know about the "don't stand up" meme as well, but I think they might gear that more toward the fire starter too, because we've never had one on 4 legs by it's 3rd stage. So, to combat that, they just give it no legs, but didn't think people would care about the grass starter.

Why would it become a snake though? Crocs/gators are neat and have some neat potential design inspirations like Sobek, La Cuca or wanizame
