The absolute lowest price of a 3060TI i have found is 514$ and that's equal to 1580 dollars in our economy. I would ask a relative to bring me one from france/germany but the prices i have seen online there are 450euros too..
I've bought must a GPU off of Newegg for the exact same reason, even though I live on the other side of the globe. There are 3rd party services for that. Looking at Newegg right now, RX6800 which is much better than a 3060ti costs $490 and the sipping through a 3rd party company would cost about 50-60 bucks, so $550 tops. And that's a NEW card.

I have used my 3080 for mining for over a year and it is exactly the same when gaming. I also swapped it out for a 3080ti from my mining rig which ran 24/7 for months and it is fine.
it's probably destroyed, like, completely, that guy probably hit the card with a hammer too because he thought it could make it faster, but yeah the GPU and VRAM are probably very brittle right now, a bad move and that shit would literally dissolve, it's made of sand afterall, google it
If I get to test it why not. Visual inspection, benchmark testing, testing rails, etc. A GPU that's been worked to death will show it if you know what to look for. That said $125 isn't all that much considering it's a used product. As far as I'm concerned, the moment some homie unboxed it, the price dropped 30-50%
