first off, fix the gear design. stop being lazy and having everything be ilvl increases. They've used this design since wotlk. It was awful in that expansion and it's been awful ever since

This ties into the first point. Why do they have catch-up mechanics so often? because they can with the shitty and boring itemization. just scale up the ilvl higher and you've got new "content" instead of putting in the work to balance it out. Not to mention the fact that older raids keep getting invalidated when heroics start dropping better gear the patch after and why? again, because the gear design enables it
