Not just the voices but also their delivery, their dialogue/quips, their everything, really. Everybody is to blame. The actors, the ones who picked them, the voice directors, the writers etc. All incompetent.
Thankfully the superior Japanese version exists, localized by Spike Chunsoft. They rewrote the dialogue and delivery. Japanese V is much more appropriate for the game's tone. Not just because of the superior personalities but also because it just fits better overall. Especially for corpo bg.
Hopefully the double digit IQ having apes over at CDPR get Spike Chunsoft to save the sequel as well.
