Alliance leadership was literally corrupt from within. Aside from Velen, who else was from the Alliance? Turalyon and Alleria were gone for such a long time they barely count, as they had to rejoin the Alliance post-Legion.
Both the Horde and Alliance were (buck)broken by the battle at the shore, so the order halls took the mantle of defending the world, which were composed of both Alliance and Horde races.

Human campaign would focus on retaking the Azeroth from the Scourge, the Orc campaign could follow the Kalimdor Orcs or a surviving Clan in the Eastern Kingdoms.
The Undead could either take a backseat or be set up as the finale threat.
Naga could become a main faction and the story continue with them, Dwarves or even the elves could have been expanded into their own factions.

Human campaign would focus on retaking the Azeroth from the Scourge, the Orc campaign could follow the Kalimdor Orcs or a surviving Clan in the Eastern Kingdoms.
The Undead could either take a backseat or be set up as the finale threat.
Naga could become a main faction and the story continue with them, Dwarves or even the elves could have been expanded into their own factions.
Hell they could have gone the C&C route and had the Main factions exist and then expand with subfactions based off the main factions that you could play is in multiplayer.
